GB registered vehicles
You will only need to register your vehicle with TfL if:
- Your vehicle is listed by TfL as not meeting emissions standards but you can provide documentary evidence that it does
- You are a showman with a modified or specially constructed vehicle.
Non-GB registered vehicles (including Northern Ireland)
You will need to register your vehicle with TfL if:
- Your vehicle meets the LEZ emissions standards
- Your vehicle qualifies for an exemption or discount Read more about exemptions and discounts
- Your vehicle is NI-registered, has a full filter and has been issued with a Reduced Pollution Certificate (RPC)
What if I've already registered?
Lorries, buses and coaches
If you previously registered your vehicle with TfL as meeting Euro III standards for particulate matter, you'll need to ensure it meets the Euro IV standards and re-register.
If you've registered your vehicle as meeting Euro IV for PM then you don't need to re-register. This applies to both GB and non-GB vehicles.
Larger vans, minibuses and other specialist vehicles
If you've registered with TfL that your vehicle meets Euro 3 for PM then you don't need to re-register.
If you've registered with TfL then you don't need to re-register.
You must notify the Vehicle and Operator Services Agency (VOSA) immediately when the registration mark of your vehicle has changed if it has a Reduced Pollution or Low Emission Certificate.
For Heavy Goods Vehicles over 3500kg gross vehicle weight you will need to submit a Notifiable Alteration Form, the appropriate fee along with the original Reduced Pollution or Low Emission Certificate. You can download the notifiable alteration form and guidance notes at Business Link.
For Light Goods Vehicles 3500kg gross vehicle weight and under, you will need to send a copy of the registration document displaying the new registration details along with the original Reduced Pollution or Low Emission Certificate toRPC Section
There is no fee for the issue of a new certificate.
For Buses, Coaches or Minibuses you will need to submit a copy of the registration document displaying the new registration details along with the original Reduced Pollution or Low Emission Certificate and, if applicable, the original Certificate of Initial Fitness. How to register
Registering your vehicle is simple and completely free. It takes up to 10 working days, so be sure to allow enough time before driving within the Low Emission Zone (LEZ).
Follow the steps below, which include links to downloadable LEZ vehicle registration forms and guidance notes. Alternatively, you can get copies of these by calling 0343 222 1111 (+44 (0) 20 7310 8998 from outside the UK).
If you have 50 or more vehicles that you wish to register, please call us first so we can discuss the best way to manage this process and how long it will take to complete the registration process.

Complete an LEZ Vehicle Registration Form (PDF 670KB), and make photocopies of the relevant vehicle registration documents.
You'll also need to provide additional documentary or photographic evidence as outlined in the guidance notes for your application type.

You'll receive an email or letter from us confirming if your application has been successful. Until you receive this, you should continue to pay the daily charge if you're driving within the LEZ, otherwise you may be liable for a Penalty Charge.
We classify vehicles based on their body type, gross vehicle weight, unladen weight, number of seats and fuel type. Please check your vehicle registration document (V5C) to check these details are correct. If any information is incorrect, you need to contact the DVLA to get the details amended.
Some data, like unladen weight, are set by the vehicle manufacturer when the vehicle was originally designed and certified, and can't be changed.
On receipt of a revised V5C from the DVLA, please complete an online check to confirm your vehicle's classification.
