What is the legislation supporting the enforcement of the road rules?

The supporting legislation is the Traffic Management Act 2004. Part 6 of the Act replaces Part 2 of the Road Traffic Act 1991 (decriminalised parking enforcement) and sections of the London Local Authorities Act 1996 (bus lane enforcement) and the London Local Authorities and Transport for London Act 2003 (moving contravention enforcement) to provide a single framework in England for the civil enforcement of parking, bus lanes, some moving traffic offences and the London lorry ban. It aims to create good, consistent practice within parking and traffic enforcement amongst all authorities in England.
