Challenge a Penalty Charge Notice

You can challenge a Penalty Charge Notice (PCN) if you believe you have been issued it unfairly.

For challenges against parking and loading bay penalty charges it is always useful to have copies of delivery notes or documentary evidence, such as photographs, that record both date and time, to support your case.

Penalty Charge Notices can be challenged once a PCN has been issued. This should be done in writing, after which you will receive a Notice to Owner (parking) or Enforcement Notice (bus lane).

If your appeal is not successful, you can take it to the Parking and Traffic Appeals Service, which provides an independent adjudication service.
