Highway licences

Construction site If you plan to erect a structure, such as a scaffold or crane, on a road that is part of the Transport for London Road Network, (TLRN) you need to apply for a licence under The Highways Act 1980.

What is a highway licence?

A highway licence permits you to place a structure or stand a crane on the TLRN under the authority of Transport for London (TfL) in accordance with the provisions of The Highways Act 1980. Under this act, we also issue licences for other items, such as filming, hanging baskets and festive decorations.

Who can apply?

Any company or member of the public can apply for a highway licence. However, when applying for a skip licence we require the skip company to contact us. We do not issue skip licences to members of the public. Various other conditions are imposed on the range of other licences we control. Please see below for further details.

Amenities licences

Although TfL may have an input into any amenity licence application on the red routes, these are all issued and enforced by the relevant borough council. For further details, please contact the relevant borough council directly.

Road closures

Partial or full road closures are organized in co-ordination with highway licences. For example if you need to use a crane on a TfL highway and need to close a road in order to operate the crane, the road closure will be organized as part of the crane licence.
