What is a highway licence?
A highway licence permits you to place a structure or stand a crane on the TLRN under the authority of Transport for London (TfL) in accordance with the provisions of The Highways Act 1980. Under this act, we also issue licences for other items, such as filming, hanging baskets and festive decorations.
Who can apply?
Any company or member of the public can apply for a highway licence. However, when applying for a skip licence we require the skip company to contact us. We do not issue skip licences to members of the public. Various other conditions are imposed on the range of other licences we control. Please see below for further details.
Amenities licences
Although TfL may have an input into any amenity licence application on the red routes, these are all issued and enforced by the relevant borough council. For further details, please contact the relevant borough council directly.
Building materials licences
- Building materials licences last for either 14 or 28 days
- A 14-day building materials licence costs £40 (renewal fee £25). A 28-day building materials licence costs £65 (renewal fee £45)

Crane/oversail licences
- Crane licences allow two operational dates with one back-up date per licence
- A crane licence costs £300
- You are required to supply a Traffic Management diagram with your application, similar to the example below

Festive decorations licence
- The duration of any festive decoration licence must be agreed with TfL on application
- Licences are charged at £75 for the administration fee
- Please allow up to four weeks for us to process your licence

Filming licence
- Filming licence durations must be agreed with TfL on application
- Filming licences are charged at £75 for admin and £350 per day for 'Officer Day' fees, (although the 'Officer Day' fees are not always required - see standard conditions)

Hanging basket licence
- Hanging basket licences last for up to six months
- Licences are charged at £75 for every five columns, for example six baskets on six columns = £150
- Please allow up to four weeks for us to process your licence

Hoarding (structures) licences
- Hoarding (structures) licences last up to one year with the option to renew on a yearly basis
- A hoarding licence costs £300 (renewal fee £100)

Mobile apparatus licences
- Mobile apparatus licences for equipment such as spider cranes or cherry pickers allow three operational dates per licence
- A mobile apparatus licence costs £100
- You are required to supply a Traffic Management diagram with your application, similar to the example below

Modular accommodation licences
- Modular accommodation licences last up to one year with the option to renew on a yearly basis
- Modular accommodation licences costs £300 (renewal fee £100)

Overhead apparatus licences
- Overhead apparatus covers items such as banners, placards, flags, posters and other temporary attachments. This does not include festive decorations (see above)
- Licence durations must be agreed with TfL on application
- Licences are charged at £75 for five columns, for example six banners on six columns = £150
- Please allow up to four weeks for us to process your licence

Scaffold licences
- Scaffold licences last up to one year with the option to renew on a yearly basis
- A scaffold licence costs £300 (renewal fee £100)
- You are required to supply a Scaffolding schematic with your application, similar to the example below

Skip licences
- Skip licences last for either 14 or 28 days

Road closures
Partial or full road closures are organized in co-ordination with highway licences. For example if you need to use a crane on a TfL highway and need to close a road in order to operate the crane, the road closure will be organized as part of the crane licence.
- Costs of road closures are standard in Central London (at £2,050) but vary considerably in the City of London (up to £7,000)
- If you require a partial road closure you will need to allow six to eight weeks for TfL to process your application. If you require a full road closure you will need to allow 10-12 weeks for the road traffic order to be finalized
