About FORS
As the Capital's economy relies on the freight sector, we've developed FORS to help road freight operators become safer, more efficient and more environmentally-friendly.
FORS is a key project within the London Freight Plan and provides a quality and performance benchmark for the industry.
It will benefit London as a whole by encouraging freight companies to prioritise safety and reduce their impact on the environment.
FORS' key features:
Recognising and rewarding excellence
There are three levels of FORS membership: bronze, silver and gold. The best performing operators, identified through benchmarking, will be eligible for the silver and gold levels.
Raising standards
We educate, encourage and incentivise operators to follow best practice, rather than focusing purely on compliance with the law.
Promoting sustainability
FORS supports operators to improve the safety of their business, reduce their impact on the environment and increase efficiency.
Benefits of membership
FORS membership could help you tender for business and you should save money if you follow our advice.
You can also take advantage of a range of exclusive benefits.
How to apply
Apply now to start receiving free benefits, including:
- Invites to operational development workshops - delivered by leading safety and work-related road risk management experts - on topics including crash investigation, driver competency and vulnerable road users
- Best practice advice exclusively available to FORS-registered companies
- FORSight, the FORS newsletter
You'll receive a welcome pack that tells you all you need to know about FORS and how membership will add value to your business. As soon as we receive your application we will send you a self-assessment for you to use and assess whether your company meets the requirements for membership.
Once you are confident your company is eligible, you can request a formal company assessment. This will take place on your premises and will be completed by the Metropolitan Police Service Commerical Vehicle Education Unit, the FORS assessors.
You'll be awarded membership if you demonstrate that you meet all the standards, and can then start taking advantage of the full range of member benefits.
If you don't meet the requirements during the assessment, the assessor will develop an action plan to help you reach the required standards. You'll receive support to help you improve and then be re-assessed once you've met the action points.
Moving through membership levels
The process for moving from bronze to silver level, and from silver to gold, will be fully explained once you've joined.
FORS Associates
If your organisation regularly uses freight operators to transport goods around the Capital, you've got an important role to play in improving standards within the sector.
By becoming a FORS Associate, you can contribute to London's sustainability by promoting FORS as part of your corporate social responsibility strategy and encouraging your sub-contractors to register for the scheme and follow best practice.
If you're interested in becoming a FORS Associate, email freight@tfl.gov.uk for more information.
FORS Partners
As we've worked with a range of key industry partners to develop FORS, we know that every type of operator can benefit from the scheme. The FORS partners include:
- Department for Environment, Food and Rural Affairs
- Freight Transport Association
- Health and Safety Executive
- Metropolitan Police Service Commercial Vehicle Education Unit
- Road Haulage Association
- Skills for Logistics
- Chartered Institute of Logistics and Transport (UK)
More than 40 operators, representing a cross-section of the industry, were involved in the 'pioneer' phase, to test and refine the scheme, and helped establish the benefits for members.
