Improvements to the local area will include bus stops with well-lit waiting areas, better timetable and service information and new paving.
The ELT will link to the wider transport network including National Rail, Underground and other local bus services.
The first phase from Ilford to Dagenham Dock via Barking town centre is currently under construction and is scheduled to be in service in early 2010.
The second phase, from Barking town centre to Dagenham Dock via Barking Riverside, recently received £18.5m in additional funding from the Homes and Communities Agency.
Construction on the second phase will start in 2011, with services starting in 2013.
