Congestion Charge consultation
The public consultation on the proposed changes to the Central London congestion charge runs from Tuesday 7 December 2004 to 28 February 2005.
The proposed changes are outlined in two Variation Orders:
Variation Order No. 4:
- Proposes changes to the Scheme in order to discontinue the fleet notification scheme from October 2005.
- To reduce the administration charge for making amendments (e.g. start date or Vehicle Registration Mark) to the detail of a charge which has already been paid from £5 to £2.50.
- To reduce the administration charge for residents registered for the 90% discount making a permanent substitution to the registered vehicle (e.g. when purchasing a new vehicle) from £5 to £2.50.
- To reduce the administration charge for residents registered for the 90% discount making a temporary substitution to the registered vehicle (e.g. for a courtesy car or hire car) from £5 to £2.50. The administration charge to reverse the temporary substitution (i.e. re-registering original vehicle) would also be reduced to £2.50 from £5.
- To raise the charge from £5 per charging day to £8 per charging day.
- To raise the charge from £5.50 per charging day to £7 for vehicles on the automated fleet scheme. This is a result of increasing the charge, but removing the additional 10% charge for vehicles on the automated fleet scheme and also providing a £1 discount (comparable to that for longer period charges available for frequent non fleet users).
- To raise the charge from £5 per charging day to £7 for vehicles on the notification fleet scheme. This is as a result of increasing the charge but also providing a £1 discount (comparable to that for longer period charges available for frequent non fleet users).
- To discount longer period charges as follows:
- 20 days (monthly charge) for the price of 17 days (3 days uncharged).
- 252 days (annual charge) for the price of 212 (40 days uncharged).
