Pre-application advice
In line with the Greater London Authority (GLA) Planning Decisions Unit, we operate a separate system of charging for pre-application advice.
If you have gone through a GLA pre-application meeting, it is likely that the TfL representative would become the main TfL contact and the case officer for the scheme, and also chair TfL pre-planning meeting(s).

How to apply
Complete the Advice request form (DOC 149KB) and return to the address given on the form, along with any supporting information, on a CD.
We will confirm whether your proposal is suitable for pre-application advice within five working days of receiving your submission.
Accepted applicants will be notified of who their case officer is and which fee is applicable.
We have to charge for our services because of the scale of the work involved. However, all the income received goes into developing and improving our service.
Attending meetings
Once we have payment we will contact you immediately to arrange a meeting, which should take place within 20 days. The meeting will not take place until the relevant fee has been paid.
Your case officer and representatives from any relevant TfL business (London Underground, Bus Priority, Road Network Development, etc) will usually attend.
Other TfL specialist officers may attend, depending on the circumstances of the case. A council officer will also be invited to attend the meeting unless you request that they do not.
There will be a site visit prior to the meeting that is usually attended by those attending the meeting.

Within 10 working days of the meeting, providing no further research or site investigation is required, we will send you a detailed advice letter, unless you request not to receive one.
This outlines the major transport planning issues and the constraints and requirements that have been agreed.
Applicable fees
Fees are £2,300 (excl VAT) for the first meeting and £800 for follow-up meetings.
In the case of significant scale proposals with highly complex issues, a fee will be agreed with the applicant for a programme of meetings, with the level of charge discounted accordingly.
Any fee received by the LUP team for pre-application advice is non-refundable.

The advice letter is issued and signed off by the Head of Land Use Planning.
The advice given by our officers is not a formal response or decision by the Mayor in response to formal consultation by the local planning authority on any future planning application.
Any views or opinions are given in good faith, without prejudice to the formal consideration of any planning application, the issue raised and evaluation of all available information. They relate solely to transport issues.
The degree of detail in our advice letter depends on the level of comprehensive information initially submitted by the applicant.
The advice given will remain extant unless there is a significant change in circumstances.
