The Independent Investment Programme Advisory Group (IIPAG) provides independent assurance and expert advice to the Mayor of London concerning Transport for London's Investment Programme as published from time to time; including all maintenance, renewal, upgrades and major projects, but not operational issues or the activities of Crossrail Limited. The IIPAG considers issues of economy, efficiency and value for money in preparing its advice.

David James, Chairman

David James, Chairman

David is a Chartered Engineer who has been awarded the Miller Prize by the Institute of Civil Engineers. David worked at Atkins for over 20 years where he held a number of senior positions including Deputy Chief Executive and Chairman of WS Atkins Transportation Group. David was a member of the Executive Committee at Balfour Beatty Plc in the role of Managing Director of Balfour Beatty Management responsible for creating the professional services business within the Group. David was Chairman of ABB between 2003-2010, a joint venture between Atkins and Balfour Beatty, to manage the major improvement project for Kings Cross Station for London Underground (TfL). He was also the overall Project Director for the Project which was successfully delivered in December 2009. Prior to joining Balfour Beatty, David was Deputy Chief Executive of WS Atkins with responsibility for the Transportation Group providing services in the road and rail sectors, including PFI and PPP initiatives. David has been Chair of the Independent Investment Programme Advisory Group working to the Mayor of London and Secretary of State for Tansport since May 2010.

Ian Fugeman

Ian FugemanIan is a Chartered Civil Engineer and a Fellow of the Institution of Civil Engineers. From 2008-2010 he held the position of Engineering Advisor on London's Crossrail Programme. For nine years he was BAA's Head of the Terminal 5 Rail & Tunnels Group at Heathrow. Previous projects included responsibility for the fit out and completion of BAA's Heathrow Express, the bid phase of the initial CTRL PFI and subsequently KCRC West Rail Project in Hong Kong, and over seven years with TML, the Channel Tunnel Contractors.

Colin Porter

Colin PorterColin is a Chartered Engineer and Fellow and Past-President of the Institution of Railway Signal Engineers. Colin is experienced in the introduction of new overseas signalling systems into the UK rail network. Since 2006  Colin has been  the Chief  Executive  of  the Institution on Railway Signal Engineers. From 2001-2012 he was  the Engineering Director at Lloyd's Register Rail Limited.

Derek Fryer

Derek Fryer

Derek is a Fellow of the Chartered Institute of Building and a Main Board Director for Mott MacDonald. He has been involved in over £16bn worth of investment in infrastructure ranging from Angel Station
Redevelopment, Heathrow Terminal 4, Heathrow Express Rail Link, Southern Region New Trains Programme and Channel Tunnel Rail Link. For the last 9 years Derek has had Board Responsibility for the Client Representative Role on Channel Tunnel Rail Link.

Nigel Quick

Nigel Quick

Nigel is a Chartered Engineer and Fellow of the Institution of Civil Engineers. Nigel retired from Arup, where he was a Director, in November 2003 and became an independent consultant. He was formerly the Chair and Managing Director of Mouchel Management Ltd. He has been responsible for the strategic advice and management of a range of civil engineering and building projects, for both the public and private sectors, of up to £3 billion in value.
