Licensing motorcycles to carry passengers

We're now consulting on whether motorcycles should be licensed to carry passengers. If this happens, motorcycles would in future be classed as private hire vehicles (PHVs). We're looking at:

Background

When PHVs were first licensed, TfL issued temporary permits while we processed permanent licences. A few temporary permits were issued to motorcycles operating as PHVs.

Mid-year vehicle inspections

We no longer carry out mid-year vehicle inspections on taxis. This follows a consultation last year and explained in a PCO Notice issued in November 2008.
