Licensing motorcycles to carry passengers
We're now consulting on whether motorcycles should be licensed to carry passengers. If this happens, motorcycles would in future be classed as private hire vehicles (PHVs). We're looking at:
- Whether to license motorcycles to carry passengers
- What we need to take into account before we do this
- What conditions should govern their operation

Background
When PHVs were first licensed, TfL issued temporary permits while we processed permanent licences. A few temporary permits were issued to motorcycles operating as PHVs.Have your say

Mid-year vehicle inspections
We no longer carry out mid-year vehicle inspections on taxis. This follows a consultation last year and explained in a PCO Notice issued in November 2008.
Background
The main aims of this consultation were to:
- Simplify arrangements for taxi and PHV licensing inspections
- Create less administrative work for owners - without compromising safety standards or the condition of vehicles
- Fulfil the Mayor's commitment to consulting on the abolition of mid-year safety inspections on taxis
