private hire vehicle licence Any vehicle that seats fewer than nine passengers and is made available with a driver for hire for the purpose of carrying passengers requires a licence. It is the responsibility of the vehicle owner (ie registered keeper) to apply for a licence.

Private Hire Vehicle definition

The definition of a Private Hire Vehicle was changed in 2006. This means some operators  who were previously exempt from licensing now need to apply for a licence.
