Contesting fines (PCNs)
Remember that it is useful to have copies of delivery notes or documentary evidence, such as photographs that record both date and time, to support your case.
Penalty Charge Notices can be challenged
- Once a PCN has been issued, it can be challenged by making a representation. This must be done in writing, after which you will receive a Notice to Owner (parking) or Enforcement Notice (bus lane)
- Once a notice has been issued, you will need to make a written challenge to the relevant borough. TfL will respond to written representations at any time before a notice has been issued
- The borough will consider your representation and either accept it and cancel the charge, or reject the representation
- You can also discuss your case and receive further guidance from the relevant borough
- If your appeal is not successful, you can take it to the Parking and Traffic Appeals Service, which provides an independent adjudication service
