Dear Transport for London, I would like to know, per year from 2000 to 2024, how many new private hire licenses were issued and how many new licences were issued to Black Cabs. I am requesting the number of newly licensed vehicles and newly licensed drivers within this period.

Thank you for your request received on 18 April 2024 asking about our licensing of taxi and private hire services in London.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we hold some of the data you requested. You asked for:
 
  • The number of newly licensed PHV vehicles and newly licensed PHV drivers per year from 2000 to 2024
 
  • The number of newly licensed Taxi vehicles and newly licensed Taxi drivers per year from 2000 to 2024

Please find the information you have requested in the attached tables. We do not hold reliable data prior to 2012, which was when we introduced a computerised licensing system.
